Can't use World Chat

As the title says, I can't use world chat. I know there's a period to wait, but now I'm lvl 11, played 12 hours, completed not only the tutorial area but did most side quest to get the Bounder achievement, and I STILL can't use world chat... How long do they want me to play to chat? I joined Laurelin especially to interact with people.

Lotro guardian - avoiding juggernaut cd exploit fixed or not?

There was a post on official forum https://www.lotro.com/forums/showthread.php?667280-Juggernaut-exploit about cutting juggernaut cooldown through animations. I'm curious, what was the way? I understand this is game mechanic that does not work as intended, but how exactly it works? Whats the sequence of skills?
