Rivendell Quests

Hi all, I played LOTRO for years and had to quit for about a year and a half due to technological issues. But during the last year I started playing again. I made a new character and am playing a level 43 high elf hunter on Crickhollow server.

I am currently back in Rivendell after playing most of the Evendim quests. I know I'm over-leveled for this area, but I still want to grind to increase my reputation. But whenever I try to click on a Rivendell elf NPC to see their quest nothing happens. There is a ring above their heads and it's greyed out, but I've never had a problem starting quests when I'm over-leveled before. Any ideas about what's going on? This is the only place I could think of to ask.
