New Player Champion Build

My friend and I have been playing a lot of LOTRO as of late and he (as a lore master) out damages me by a large margin. I mostly try to tank in instances yet in solo quests I can barely do damage and it can take be up to 7-8 abilities to kill lvl 22 orc. I am level 26 and am wondering if I specialized wrong or have bad gear. I have the skirmish camp armour and weapons. Is there a path I should go down or should I buy new equipment? Anyway if there are any responses I am grateful for your help.
